During a stipulated round, a player runs out of balls. May he borrow one or more balls from another player?A.
Yes. Rule 4-4a prohibits a player from borrowing a club from another player playing on the course but the Rules do notp revent a player from borrowing other items of equipment (balls, towels, gloves, tees, etc.) from another player or an outside agency. If the “One Ball” Condition in Appendix I is in effect, the player would need to obtain the same brand and type of ball as required by that condition.

Om du med ”en annan spelares boll” menar att en boll som slås av någon som spelar ett annat hål (alltså, spelar i en annan boll än din) stör dig i nedswingen, och att du inte avbryter slaget, utan fullföljer med ett luftslag som följd är dessvärre svaret lika enkelt som nedslående: Gilla läget.
Bollen som stör dig är i det här sammanhanget något utomstående (Jämför Tiger Woods avbrott av sitt slag under US Masters 2007).
Enligtdefinitionen av slag är det en framåtriktad rörelse med avsikt att förflytta bollen, och eftersom du fullföljer din swing utan att avbryta slaget har du dessvärre slagit ditt första slag. Och måste slå ditt andra.
Här är det viktigt att tänka på att bollen nu är i spel enligt definitionen av boll i spel och därför får man inte pegga om bollen, lyfta upp eller trycka ned peggen etc. utan att dra på sig plikt för brott mot Regel 18-2 Boll i vila rubbad eller per automatik anses utnyttja Regel27-1a – Slag och distans, och därvid slå sitt tredje slag. (se Decision18-2a/1).
Så: Beroende på hur du agerade vid tillfället, slog du ditt andra eller tredje slag från tee. Alternativt blev, i slagspel, diskvalificerad i för felaktigt förande av score (se Regel6-6d) eller i matchspel förlust av hål..

A player playing from the teeing ground misses the ball completely. He pushes his tee further into the ground and plays.
What is the ruling?A.
When the player made a stroke, the ball was in play (see Definition of “Ball in Play”). By pushing the tee further into the ground, he moved the ball and incurred a penalty of one stroke under Rule 18-2a and was required to replace it. However, when the player made a stroke at the ball without replacing it, he played under penalty of stroke and distance (see Rule 27-1a). This procedure overrides Rule 18-2a and, therefore, the penalty under Rule 18-2a does not apply. (Revised)

Du har tre alternativ, spela bollen som den ligger, droppa utan plikt eller droppa med plikt. Enligt definitionen av onormala markförhållanden ger vatten i en bunker rätt till lättnad. Regel25-1b(ii) anslår hur vi får gå tillväga vid lättnaden.
Du får utan plikt (om bollen ligger i vattnet eller du behöver stå i vattnet för att kunna slå ett slag på din boll) droppa bollen (i bunkern, och ej närmre hål) på den punkt som är närmast, utanför vattnet, den plats där bollen låg. Kan du inte droppa dig helt fri får du droppa på den punkt (fortfarande i bunkern och ej närmre hål) där du får största möjliga lättnad för vattnet.
Dessutom får du med ett slags plikt droppa, så långt bak du vill utanför bunkern, på flagglinjen. Med det här menas att du tänker dig en rät linje mellan flaggan på green och punkten där du droppar. Linjen ska skära mitt genom den punkt där bollen låg i bunkern.
Skulle bunkern, under tävling,vara helt vattenfylld (du ser ingen sand alls, bara vatten) kan du ha tur att se en sprejad linje, eller blå/blåvit pinne i bunkern, eller kanske står det något anslaget i klubbhuset. Då har tävlingsledningen instiftat en lokal regel som endast gäller under tävlingsronden (Decision33-8/27). Där bunkern har förklarats som mark under arbete. Är det en tävling som går över flera ronder kan tävlingsledningen ta bort den lokala regeln mellan ronderna.
Så: Oavsett hur mycket eller lite vatten det står i bunkern är det dessa tre alternativ som du har; spela bollen som den ligger, droppa bollen utan plikt i bunkern eller droppa bollen med ett slags plikt i flagglinjen bakom bunkern.
Under en tävlingsrond kan en bunker förklaras som mark under arbete av tävlingsledningen. Detta ger dig då möjlighet till fri dropp enligt Regel25-1b(i) under tävlingsronden.

May a Committee make a Local Rule allowing a player to drop out of any bunker filled with casual water, without penalty,
contrary to Rule 25-1b(ii)?
A.
No. The Committee may not make a Local Rule providing generally that flooded bunkers are ground under repair through the
green as such a Local Rule waives a penalty imposed by the Rules of Golf, contrary to Rule 33-8b.
However, in conditions of extreme wetness, where certain specific bunkers are completely flooded prior to the competition
commencing and there is no reasonable likelihood of the bunkers drying up during the competition, the Committee may, in
such exceptional circumstances, introduce a Local Rule providing that specific bunkers, which are known to be flooded prior
to the competition commencing, are deemed to be ground under repair and classified as through the green. Therefore relief
may be taken outside these bunkers without penalty in accordance with Rule 25-1b(i). In a competition played over more
than one round, such a Local Rule may be introduced or rescinded between rounds. (Revised)
